Board & governance

Oversight that connects
decisions to responsibility.

Independent oversight of programme risk, engineering decisions and the long-term obligations of the company.

Independent chair

Anika Rao

Anika Rao chairs the Board of Directors. Her work has centered on the oversight of large public infrastructure programmes and the commercial organizations that deliver them.

She brings experience in programme governance, customer accountability and the transition from capital projects into sustained operation. As independent chair, she sets the board’s agenda and leads its review of management decisions.

A distinct role from management

The board appoints and oversees executive leadership. Management remains responsible for delivering the company’s programmes; the board tests whether the associated obligations, risks and resources have been understood.

The chair is independent of the executive team. The Chief Executive Officer serves on the board, with independent directors responsible for committee oversight.

Directors

Victor Hale
Operations

Victor Hale has led industrial maintenance and operating networks serving transport and essential infrastructure. He focuses on service continuity, programme handoffs and the obligations that remain after equipment delivery.

He chairs the People & Compensation Committee.

Dr Elena Moreau
Engineering risk

Elena Moreau is a systems engineer with a doctorate in aerospace engineering and experience in independent flight qualification. Her board work examines the connection between technical evidence, configuration decisions and operating risk. She chairs the Technical Safety Committee.

Nadia Mensah
Finance & audit

Nadia Mensah’s background combines industrial programme finance and internal audit. She reviews controls around commitments, supplier transactions and the accuracy of management reporting.

She chairs the Audit & Risk Committee, with particular attention to whether commercial assumptions remain connected to the work being delivered.

Mara Voss
Chief Executive Officer

Mara Voss represents executive management on the board. She leads business strategy, programme delivery and customer relationships, and reports on the company’s operating responsibilities.

Executive leadership

Board committees

Audit & Risk

Reviews reporting controls, commercial commitments, internal audit and the company’s exposure to programme and operating risks.

Technical Safety

Reviews independent safety assessment, significant engineering decisions and the escalation of unresolved technical findings.

People & Compensation

Reviews leadership succession, workforce capability, compensation practices and the incentives attached to programme decisions.

Autonomous execution and board responsibility

The company’s autonomous workforce performs engineering and industrial operations. The board remains responsible for oversight of management, programme obligations and the resources committed to those operations. Continuum is an industrial orchestration system; it does not replace the board or the customer authority.

Decision-making standards

Safety findings, customer commitments and commercial incentives must remain visible in the decision record. Engineering acceptance is not a substitute for commercial authorization, and commercial pressure is not a reason to suppress an unfavorable technical result.
